No, the fender does not have to come off, but the inner wheel well does.
Several push type pins, from the back to the front, at the inner and outer edge, and underneath the front some. Then remove the plastic inner wheel well. There are two 10MM bolts holding the tank in. Be careful here, the tabs that are a molded part of the tank break very easily. The pump is on that tank at the very back. I have changed the tank a few times but have never changed the washer pump itself so I'm not sure if you can do it with it in the car or not, or how exactly how it is removed from the tank. If it can not be changed with the tank still in the car you have to remove the large rubber hose that connects the two tanks, the wiring harness, and the small hose that feeds the fluid to the cowl area.
