"Classic" licensing varies by state, some recognize cars at 20 YO. "Random" people have called my Riv a "classic" since about 2008. That was about the same time my nearest GM dealer started scheduling their tech who works on Corvettes to work on my car when in, if schedule permitted or if the problem required finesse, pushing my work later so that tech could be lined up - won't get the 'Vette tech for state inspection but replacing brake lines or reworking the steering column, yeah.
