Once again, your car is normal. You will rarely ever have the cooling fans come on in winter. One fan is set to come on at 212* and shut off at ~202*, the other comes on at 222* and shuts off at ~212*.
Unless you were outside when it hit 212*, you probably didn't even hear it come on, or you looked after it shut off. PLUS, your 180* thermostat will keep the actual sensor-read temps below the turn-on threshold. Unless you have the turn-on temps changed with a tuner, the fans will probably never come on until it's above 70* outside.

When it gets up over 200, turn your AC on. It will keep the fans on and the car should come down to your thermostat temp. Or if you dont feel like waiting since it is winter, you can just turn it on and put your hand between the engine and the fans and you will be able to feel it if they're on.

And this is provided your AC is charged and the AC compressor kicks on.

On mine I never noticed the fans turning on until AA tuned them down to match my 180* for me.
