Its a most likely a bad coil pack , wire or plug...When was the last time you replaced your plugs/wires?

then i would test your coil packs. That is most likely the cause of the issue.

P1361

Ignition Control (IC) Circuit Low Voltage (GM)

P0361

Ignition Coil K Primary/Secondary Circuit Malfunction

try cleaning the ICU. is the metal plate under the coil packs corroded?

Thanks...Mr. Riv...

BTW there is no coilpack bad code to my knowledge. A bad coil pack will cause misfire and ignition problems on one or two cylinders. Each coil pack fires two cylinders, although only one tower can go bad on a pack.

This looks more like what it says, the pcm is seeing a low voltage issue that could be caused by corrosion under the packs/ICM and or maybe a bad wire to the ICM/Crank/Cam.

I'm not sure when, but at one point GM had the ground going through the plate/bracket only and later they added an additional ground into the ICM connector to improve the design.

From 1998 GM shop manual:

DTC P1361 IC CIRCUIT NOT TOGGLING

Circuit Description: The Ignition Control Module (ICM) sends signals that the PCM requires for fuel control and spark advance calculations. At the start of engine crank, the ICM controls spark advance (Bypass mode). When the second 3X reference pulse is recognized by the PCM, the PCM applies 5 volts to the Bypass circuit. The 5 volts on the Bypass circuit commands the ICM to switch spark advance to PCM control (IC mode). At this time, the ICM will remove the ground it has applied to the IC circuit. When the IC pulses are not grounded, the ICM can use the IC pulses to control spark advance. A short in the IC circuit or an open or short to ground in the Bypass circuit will cause the PCM to monitor no IC pulses after the PCM has switched the Bypass circuit ON. The PCM will set DTC 1361 under either of these conditions. THe engine may be started but will run on Bypass mode timing.

Conditions for Setting the DTC: The PCM does not monitor IC pulses while IC mode spark advance is commanded.

Action Taken When the DTC Sets:

The PCM will illuminate the MIL during the second consecutive trip in which the diagnostic test had been run and failed.
The PCM will store conditions which were present when the DTC set as Freeze Frame and Fail Records data.

Conditions for Clearing the MIL/DTC:

The PCM will turn the MIL OFF during the third consecutive trip in which the diagnostic has been run and passed.
The history DTC will clear after 40 consecutive warm-up cycles have occurred without a malfunction.
The DTC can be cleared by using the scan tool Clear Info function or by disconnecting the PCM battery feed.

Diagnostic Aids:

Check the following conditions:

Poor connection at the PCM.
Inspect harness connectors for backed out terminals, improper mating, broken locks, improperly formed or damaged terminals, and poor terminal to wire connection.

Damaged harness.
Inspect the wiring harness for damage. If the harness appears to be OK, disconnect the ICM, turn the ignition to ON and observe a digital connected between the IC circuit and B+ while moving connectors and wiring harnesses related to the ICM. A change ini voltage will indicate the location of the malfunction.

Reviewing the Fail Records vehicle mileage sinse the diagnostic test last failed may help determine how often the condition that caused the DTC to be set occurs. This may assist in diagnosing the condition.

PostSubject: Re: code p1361   Mon Mar 31, 2008 11:40 am

I have the same code ('95 riv s/c)
I swaped the ignition module, but I still get the code. The coil packs tested ok, but this error code is not related.
I'll bypass the two wires going from pcm to the IC. If it's not that, it's the PCM.
Problem with the PCM is that you cannot buy one, test it and bring back if the light doesen't go away... it's non refundable.
I've heard that the best bet is to get an original PCM from a low miles car, supposedly the remanufactured ones are crap...
Please post back w/results.

UPDATE: It was the PCM in my case.

I had same problem P1361. It was faulty PCM. New PCM and everything is OK.
