On my 2000 Regal LS water is getting in the blower motor somehow and I hope one of you guys can tell me exactly what needs to be done to stop this from occurring.
I think it is rainwater and not condensation because I did not notice this during a recent dry spell. But I am not positive about this, it could be condensation...

I have verified(several times) that the pass compartment air filter and the underhood cowl seal are all installed correctly.
I have also noted lots of condenstion drips from the condenstion drain on the firewall when the vehicle is running with the AC engaged.
I also have verified that the plastic piece that fits against the windshield is flush and tightly secured. In addition I run a unsightly bead of silicone sealant between the windshield and the plastic piece that fits at the bottom of the windshield hoping that would solve this problem.
I removed the piece of interior trim under the glovebox and you can see the water run out of the heater motor when you make a hard left hand turn. You can also hear the Blower Motor bog down and start squeaking sometimes during a hard left turn...so if I dont get this fixed I will probably be replacing it and the blower motor resistor again. (last summer I had to replace them both)

Make sure the evap drain is cleared. Should be in the rear passenger side of the engine compartment somewhere.

Even though you say you notice water coming out of the drain when the AC is running it could be partially blocked. Try clearing it out with a piece of wire, coat hanger or something that will fit and see if you get a gush of water. Then you'll know that was it.

I reckon that must be the problem. Sometimes I guess just posting a question has a therapeutic effect that gets me to thinking and checking more closely
I removed the trim panel under the glove box and then I remembered, there is a rubber drain hose. One end of the hose comes from what I guess would be called the "airbox" where the blower motor is attached too. The other end of the hose goes into the blower motor. WTF! Buick must have known this was going to be a problem.

So I removed the hose completely. Now when I drive the car I can hear the water sloshing around in there. On the way home I went through a car wash to see if the water would run out of there while I was in the car wash, it did not. When I got home I used a water hose and the water never run out in the floorboard.

Then I let it run in the driveway for a while. Yes there is a lot of condensation dripping out from under the car but it is dripping off of the AC components and the AC hoses, its not coming out of the drain.

I will see what I can do to clean that sucker out!

When this happens at my shop, it is usually the wiper cowling at the bottom of the windshield has warped and bowed out, without that cowling sealing against the windshield, rain and car wash water run down the windshield, then into the heater/evap case.

I used a wire and just barely touched the drain elbow and it started pouring water out, the elbow was about to fall off also.

Glad you found the problem. Letting standing water stay in the HVAC plenum can get very unhealthy. Mold and mildew = Stank.
Not to mention possibly ruining a good blower motor and resistor as you know.
