If it's the piece I'm thinking of it's called the front air deflector.

I've just been running without mine. There are a lot of hills around where I live and it would scrape frequently. Not to mention the fact that it's split along the edge.

I've noticed a dirtier engine bay, but nothing a bit of work won't fix. If you're worried about it just leave it on and deal with it.

I can tell you one thing, it protects those 2 front cradle mounts. When I replaced my cradle mounts, I bought all 6. The 2 front ones were practically mint. I had to chisel the other 4 off to replace them.

The main purpose of the air deflector is cooling. It is designed so that more air flow is directed through the radiator instead of around it. Most cars today have a series of baffles surrounding the radiator that direct most air flow goes through it. I would imagine this would also keep the engine bay cleaner as the radiator would serve as a filter.
