So, I changed the photo cell a KNOWN working one. I put in a new NOS Delco headlight switch. And I put in a rebuilt module. And yet, the TS, still does not work. I do not see any visible damage to the wire loom under the dash either. What else should I try?

Follow the trouble tree chart in the FSM. In the 98 FSM, it is page 8-134.
