My first guess is speed sensor-

The ACDelco is $50 on RockAuto, el crappo options are as cheap as $9; so this is not too bad if it is only the speed sensor.

Short answer, I don't know, but I'll ramble a bit.  I don't think a bad speed sensor would trigger the traction control light.  Could you feel traction control kick in?  You can't miss it if it's happening.  It's sorta like going over speed bumps.

How is your brake fluid level? I had a problem a few years back that was caused by a brake fluid level sensor coming uncovered under acceleration, because the fluid level was too low. I don't remember which warning light it set off, but it could have been the traction control light.

What makes you think there's a problem with the fans?

I'd recommend getting a set of the factory service manuals off eBay.  I don't have any experience with these problems, I'm just looking at my copy of the FSM for answers.  I'd look at the sensors for ABS and traction control as well.  It's possible all these sensors feed into a computer module that is bad, but I think it's more likely the sensors have gone bad.  So far I've replaced the crankshaft position sensor and the camshaft position sensor, and deleted the O2 sensor on the catalytic convertor.  Just part of owning a 90's car.

You should find a 'measured mile (interstate highway mile markers) and time yourself going a mile. 2400RPM at 60 MPH ust sounds like the transmission is stuck in 3rd.

Put it to you this way: Your car's been sitting *10 years* and is bound to have a number of issues. I agree that you need to get a factory manual set; factory equivalent scan tool (not just a code reader) will help as well. Because using that you can read the sensor inputs directly and figure out whether or which is lying to you.

In lock up OD, RPM should be approximately 1600 RPM@ 60 MPH.  The Riv has a really tall final drive, about 2.06:1.  Should shift into OD at around 45 MPH, light throttle.  Can you feel it?

The only way to know is to put a gauge set on it. Overcharge is just as bad. You can still have a blend door actuator problem. I don't know. I would think the passenger side control moves a blend door. Take the glove box door off, and have a look in there as you move the control.
