1. My turn signals aren't working. I noticed a while ago that the blinker is really quiet, no it doesn't blink at all, and the out side lights don't blink... They worked before! I'm thinking that its just the fuse. The lights work fine, and the hazard lights flash too on the outside.

2. Whats the best way to relieve fuel system pressure on the 3800? I want to replace my fuel filter.

U have a bad flasher wich is seperate from the emrgency flasher. If the turn sig lights go on, when actavated. There should be a fuel pressure test port on the fuel rail wich the shrader valve can be pressed to releave pressure.

The flasher located on the driver side up under the dash sounds like the problem to your first question.

Can't help with your other question...sorry bro

if you use the pressure test spot on the engine then you will have a engine bay and possibly some paint covered in gas. you can either remove the fuel pump fuse and run the car till its dead, or just do like i do and slowly remove the filter and let the 1/2 gallon drain. no matter what you do there will be some gas still in the line and filter. at least ours is easy to access happy

Use a rag. It's not that much fuel.
