The Monroney label (window sticker) of my 1999 Riviera states that the car came equipped, at no extra charge, with the "Eastern States Emission Package." It was originally delivered to a dealer in upstate New York when new and and sold there.
What is this Eastern States Emission Package and what additional components were added to the L67 engine for it to be sold in New York back in 1999? Does it detrimentally affect performance, mileage, oil consumption, engine life or anything else? Since the car is now owned by me, and I live in the midwest where emissions targets are less strict, is it possible to remove these components? If so, who could do it?
