To pass inspection in most states, the emissions readiness tests must be completed, AND, the CEL CANNOT be on. If you disconnect the battery, OR clear the code(s), it resets all the readiness monitors. and the PCM must do them. In NYS, any car 1996-2000 is allowed 2 readiness tests not completed, 2001 and later is allowed 1 test not completed. Anything more than that will fail inspection. If you disconnect the battery to clear a CEL light, the car will fail because of the readiness tests not completed. A specific drive cycle is required to do the tests, and each test has specific requirements to do the test. As an example, the PCM will only do the EVAP readiness test if the gas tank is between 1/4 and 3/4 full. I keep my tank full because I have an intermittent P0442 EVAP code that occasionally lights the CEL.
