Is there a way to set the "in gear" idle?
When the car is in park or neutral, it idles fine, right around 1k when warm and about 1200 when cold.
however, when the care is in drive and I am at a stop, the idle drops to about 600. this is way to low IMO. I think it should be around 800-850.
Is there a way to reset just this idle?

These are the normal settings. On '96-up Rivieras you can set the idle to different values with a computer and tuning software. The software runs $300-400.

For '95 Rivs I don't think there is any tuning software available.

if i recall, the 96+ s/c cars have the warm idle rpm set at like 650. why do you think this is too low?
Are you getting a vibration or surging?
If so you should take a look at the trans and motor mounts and make certain there is no vac leak.

Ive checked/replaced all the vac lines. I am getting a vibration so old/broken mounts are prolly to blame. I am pretty sure I have at least 1.

I just felt it was a little low. most of the other cars I own/owned had a warm idle around 750 when in gear. my durango and my GP are like that.
