Hello,
In a '98 Riviera, under heavy throttle, particularly going uphill, the engine dies but will start afterwards. Could this be a dying fuel pump?

Yes, but it could also be the fuel pressure regulator. Rent or borrow a fuel pressure gauge and find out what your fuel pressure is.
