What is the best way to shine/clean/polish the chrome on a 98 without damaging it? I was thinking about using #000 steel wool.

You will damage it if you use that. It isn't real chrome. Most of the "chrome" is plastic with a clear film over top of it.

I've found that Never Dull works well, at least on the fender trims anyway. Your best bet to get anything off of it is to use a fine rubbing compound, followed by a polish.

I got little specs all over my front two rims last winter and used this stuff on clean old rags followed by a good waxing and it worked really well, not sure how it would work on the fake plastics though.

I have used the chrome polish by turtle wax, it is sky-blue, I think the brand name is Blue Magic. Just read the label of chrome polishes and see if they are OK for the plastic flashed chrome.

Actually, you might want to try ammonia on a rag to get old wax and road tar and such off, followed by a chrome polish or car wax that's OK for chrome. Again - read the fine label...
