My passenger side mirror tilts fine, but the driver's side doesn't tilt. Why would that be? It doesn't sound like it's trying to, I would never have guessed it was supposed to until I saw this video (@6:00)
As far as I can tell, my car has every option except the heater block. Also, it doesn't sound like the tilting driver's mirror was an option.

That's wrong. Only the passenger side mirror does that, that's why it is called "parallel park assist", so you can see the curb. Having the driver's side do that would be a waste.

It's shown working in the dealer training video though. It would be strange if GM went through the trouble of developing a tilt feature for the driver's mirror and only realized, after producing the training material, that it wasn't necessary.
It would still be useful backing up into a parking spot that had a curb on the driver's side. Or into a tight garage space. That's me every time I park at home.

My driver's side mirror has never tilted down in the time I have owned it. The FSM only mentions the passenger side mirror tilting down. I think the video is in error.

I dimly recall the feature having been available in the body computer but not enabled. I do not know if it can be enabled, and I do not know if any Rivieras were delivered with right hand drive.

That would be something - the hardware is there, but it's disabled in software?
If it is there and can be turned on, what are the odds it would work after 20+ years? I want mine to tilt down now. Not super badly, but if there was a way to reprogram the body computer it would be cool in an obscure automotive trivia kind of way.

I'd say the odds are good. If you can tilt the mirror down with the controls, why would it not work if the BCM tells it to?

A good point, but the passenger side may be tilting down further than the normal adjustment range. I've never thought to see how far down the driver's side mirror can be adjusted.

My bet is the range of motion of both mirrors is the same.

So are you going to look into programming the driver's mirror to tilt down as well? The only advantage to that would be on parking on the left side of a one way street, but then you could just as easily look out the window to see the curb. A downside would be backing up to get out of a parallel parking spot, then putting it back in drive, you'd have to wait for the mirror to tilt back up to check traffic before pulling out.
