Mine was doing the same thing, I ordered a new Parking Brake Control assembly from www.monsterpartsonline. GM OEM part for $30.32.
The spring gets weak and can't return the lever. I got tired of holding it up with my left foot to stop the dinging. You can try removing the assembly and messing with the spring or try and replace just the spring, but I figured if I was going to go thru the hassle of removing it I'd just replace the whole thing.

Let's just say why do you think the brake mechanism replacement is so cheap...

just get one from gmpartsdirect or monsterpartsonline and be done with it... and Rick if you have the monster p/n handy please post. I don't have.

Monsterpartsonline doesn't provide a P/N.
You just have to go to "Brakes" section, then "Parking Brake" and it will list the Control and cables, but no part numbers.
I ordered everything from the Control Assembly and every cable to the rear wheels and changed them all. A couple of them were frayed and stretched so I replaced everything with new while I was doing my rear brakes.

I found the P/N for the Parking Brake Control Assembly,
GM # 25658073
Also, I forgot to suggest adjusting the parking brake cables first as there are springs on each cable that help with the retraction.
As I mentioned mine were stretched and a couple of the cables were fraying so i replaced them, but i was just trying to adjust when i noticed the problem with the cables.
The adjustment is on drivers side of car. Easy to get to. The nuts may be corroded so spray with penetrating spray a couple of times before trying the adjustment and don't over adjust.
