The steering effort on my 96 Riv is extremely light.  Is there a sensor or something that controls the steering stiffness that I should replace?

No, it isn't adjustable. Some Rivs had magnasteer which varied the assist. Not sure what years had what.

You will have to find (1) a Tech II (2) a factory service manual or someone who knows Magnasteer.

Most likely Magnasteer was disconnected (there's reasons to and reasons not to) or a wire/connector broke.
