Does it do the same when revving in neutral?

Might have the cat converter checked - might be clogged. FYI, the rev limiter will kick in around 3500-4000 RPM when in neutral, but it should rev to 3000 just fine.

Not sure on the '95. '96-newer had two O2 sensors, one is in the cat.

Does your cat make any rattling sounds if you tap it?

They're hard to diagnose, but if the car isn't revving past 3k in neutral, I'd suspect it. Might have to take it somewhere for a check.

Is your SES light on?

It comes on and off for instance if I get in it and drive it its off and I guess when it gets to operating temp the ses light turns on. But if I let it sit and turn it back on its off till it gets warm again.

You can get that code read somewhere. They need a special tool to scan a '95. It will tell you what's wrong. Sorry, can't tell you much more than that. dunno
